Android application for pc to mobile chatting

I want an android application for voice chatting with live video over the internet. I am only looking for an android app that communicates with a pc or laptop, not mobile to mobile. So as a part of this project you will have to develop a simple windows based application for transmitting microphone input and video input and it only requires 2 button Start video chatting and Stop , I prefer a C++ or C# application but you are free to choose any language you wish.

Android App should have the following:
Process incoming call
Start live voice chatting
Display live video
End call
Windows App:
Start video chatting
Stop
You must provide entire source code.
It is an open bid but I don’t have massive budget, so if you are interested send me a your quote together with an estimated time for development.
