Android App that connects to a HTTP Proxy

I'm trying to produce an Android app (for tablets) that connects to a HTTP proxy so that all the internet traffic that goes through a webView goes through the HTTP proxy - like webpages and the frames within webpages. This is the kind of proxy you would configure as shown in the attached screenshot on a Mac, or for an individual network on an iPhone (go to Wifi, tap the small arrow next to the network, click "Manual" for proxy configuration at the bottom and you would fill those details in).
I want this app to connect to the same kind of proxy as this, routing all it's traffic through it. The traffic I would be routing through is the contents of a webView. I believe there is a way of doing this, and look forward to hearing from people interested in producing this app.
