Adhoc html5/css tweaks to our new website

indicative budget is guess work - we need your input please. We are also open to idea of buying a certain number of hours (tell us your hourly rate) and will likely have additional tweaks over coming 2 weeks as we finish off our website. Looking for work asap in coming days so quick decision.

we have a new website we're working on in-house. Our own html skills are old school but we've bought in a template that uses HTML5, fancy CSS and some fancy Bootstrap stuff. We can do 99% of the work but there are a few things we need help with as we go along.

initially...
1. make the mobile phone/hand image always appear, even on small screens. on wide screen to the left of the text; but on small screens place it below the text.

2. make the inside part of the iphone image a slider so it scrolls through multiple images

3. on the About Us page, make the testimonials a slider so that they scroll horizontally through multiple testimonials. Flash not to be used as needs to work across apple devices.

We also have some graphics work (tweaking some of the images, logo and icons) so someone who can do that too would be a bonus.
