Adf.ly bar PHP

I want something like adf.ly. I dont want advertise other pages. I want force the visitor see my page 30secs and after that forward him to another page.

For example: Someone who has a website, he can make a register to my page. He will can submit a link to my website and my script send him back a new link. OLD LINK: http://test.com/987256
NEW LINK: http://mysite.com/782637
The old and the new link stored in my database order by Username(owner website). When someone click the New link, forced him see my page 30secs and after that forward him to the Old link by clicking a button.

I want to store in my database:
table1(website owner) :
user_id, username, password, email, total_unique_visits

table2(links):
link_id, user_id, old_link, new_link, unique_visitors
