Add Coding Framework - Fix Issues

The site is currently in PHP5. I would like to enhance security issues. I would also like to fix a couple issues that have popped up.

I would like to add a coding framework to my site to enhance security issues, fix a couple issues, and enhance current features. I would like to hear what coding framework is best for my site. Eventually, I plan to add a Candidate Relationship Management to the site.

I wanted my test given in a way that only 1 question appeared at a time and the test taker could not backspace. The previous programmers could only do that with a pop-up, which is now not coming up when starting the test in Safari, Chrome, or Firefox in Mac. I would prefer not to have to use the pop-up, but I also prefer more to have the test functioning again. If I add a coding framework, I would like the ability to make edits to simple text on the site and test.

The other issue is that my test reports are not matching up. I can access reports in the public side of the website or the admin side of the website. I used to have "X" represent Very Low, but I decided to have it replaced with Very Low to be more descriptive. The X's are showing in the PDF version Admin reports again now. All 4 reports (HTML and E-mail version on the public side) and the (HTML and PDF on the admin side) are not matching up.
