The hanging message board below - this needs to match the style of the horizontal navigation on the new site below. If possible it needs to swing down and then the message will write (similar to chapters see link below) But that maybe to much, if so then just the writing / or just the swinging down bit.

Either way it will be good to have a static version (with lights flashing) for all the pages, other than the homepage. So that it doesn't become to annoying when browsing the whole site.
