This report should address the following issue:

The 'Scientific Outlook on Development' and " To Build a Harmonious Society" have been proposed as the guide ideologies for the last ten years during Hu Jintao's presidency in China; and 'The Three Represents" was proposed as the guide ideology during Jiang Zeming's presidency in China. As we know, as soon as China elects the new president later in 2012--Mr Xi as we can predict, what can be the new guide ideology of the new presidnecy for the next 10 years in China?

The new guide ideology should be both inheriting and carrying forward the previous guide ideologies. And the ideology to be proposed should be able to guide China's social, economic and political development and transformation in the next decade.
