3D animation Design of 2 characters with Rigs

I want to have this 3D animatino made of the characters attached. I would like it modelled with hair that moves like real hair, but looks like a solid - maybe like this http://vimeo.com/50116609. Please notice the wings, I will need the eyes and mouth to be modelled for talking, textures/look in a garfield type thing.

Need to make the rig for the face to be quite malleable for cute character stuff. The wings I am hoping to be made of a very subtle feather look. Also dress was hoping for a lot of cloth movement. Maya is good, will seek to have the two main characters the little boy and girl modelled and rigged.
