2D Online Game Coding

Description: Im currently producing an online guitar maintenance learning game.
Im an animator and designer myself and am looking for someone to work with in producing the code for the game and putting it together. I can provide all assets and direction and just need an experienced programmer to compile it.

The game is a simple 'building' based game where the user has a selection of musical instrument parts and then clicks and drags them to a working area where they assemble the instrument in the correct way. Kinda like a puzzle.
I also want it so when the user hovers over a part of the instrument the name of that part is displayed.
Theres around 10 instruments that the user can build.

I also want to be able to create a simple opening screen and when the user clicks 'play', a short animated clip that i produce play before the user is taken to the main screen

My budget is open to offers right now as im unsure what this will cost.
