Need a customized page/site on Wordpress

I already have a website. Now I need a site on Wordpress with the following tabs:
1. Blog page: where I would post my blogs and people can comment on my blogs
2. Forum: where people can post their pictures and write about it and talk to each other.
3. Services offered: where only my customers can put a link to their website or write about the services they offer.

I have Adobe Photoshop, and I can supply all of the images including my logo. I don\'t need much design work, since I know exactly how I want it to look. I just need someone to set the site with the three sections. Each time I enter a new blog, I would like to tweet it.

I also need to have administrative rights, to be able to remove a post if necessary.
