Set up email campaign/bring database upto date

We are a retail watch and jewellery shop in Central London established since 1946. We have a popular website showing our pre-owned watches. Looking to start email campaign in Jan 2009. need to set up autoresponder, email template, create newsletter, be able to track and report, to be able to target specific customers.

Ideally it would be good to be able to continue campaign by myself once it was setup but there could well be a case for a more hands-on approach so that you would have a continued input on a regular basis to monitor campaign.
