Plans submitted for planning permission for conversion of Strathconon Telford Church with Highlands Council require amending to reflect updated building regulations.
11/04302/FUL & 11/04303/LBC – Alterations and change of use from church to house at former church.
The plans were originally accepted for for full planning permission & building regs in 2005 but require updating to reflect changes in the regulations the major amendment being:
"The Conservation Officer suggests that Building Standards requirements may result in alterations to the windows. You will have to re-engage your architect to address current building regulation requirements as these may result in alterations to windows or new openings being created. One issue is the need for a means of escape at first floor level from the bedrooms. There is also a requirement for trickle ventilation, which may result in alterations to the windows. These issues have to be resolved at planning stage, so I would recommend that your architect assess the application against current building regulations and update the plans accordingly."
The other changes required may or may not require changes to the plans are:
• The entrance door ramp is to be finished in brick. This choice of materials is considered incongruous with the existing church building. I would suggest that a more sympathetic finish would be a grey render, which would better match the existing render and stone. Could you please amend the plans to show this change.*** (I'd suggest the ramp should be landscaped in so as to be unobtrusive)
• A more sensitive method of ventilating the roof space should be used. For example, slate roof tile vents could be used, which have an unobtrusive low profile appearance, almost flush with the roof. The plans will have to be amended to show this change.
• The method of insulation proposed can prevent the historic fabric of a building from “breathing” and as a result can lead to accelerated decay of masonry. Alternative natural insulating materials should be considered.
Some modification to specified finishes/ floor level to be more resistant to flood damage.
I would expect the bidder to rework any design if it still fails to be accepted by the council.
