Convert PSD to HTML

For a whole website - Its not just the 3 pages, i need all the possible pages doing ( except for the checkout )

Drop Down Menu
T & C's
About us
ect ect

SPEC::

#1. Items in Featured Product and Category Page(refering to the products in category page) should in wrapped in DIV and items in UL - LI

#2. Text that are supposed to come from CMS should be able to hold long text. I.E The container for the text should not have height fixed.

#3. POPUP if Any should be outside of Main Div.

1) Design should be DIV based
2) Compatible with web 2.0
3) No inline CSS
4) Tested in all browsers
5) Pop up and Menu's should be outside the main container
6) JQuery Implemented

No Images and Text that is supposed to come from CMS should be included in the css as its property.
i.e css should not contain background tag for those element that is supposed to come from CMS.
