Off Page SEO

I have started a new UK based consumer review site. I am now looking for SEO professional to carry out the 'off page' SEO work, such as link building, FB and Twitter page creation and on-going management, forum posting, blog/article and directory submission, etc. I require capable, experienced professional able to identify and recommend SEO requirements for the site, then translate the work into a costed project proposal. The aim of the work is to achieve high page ranking for the site with limited financial resources.
