Google Adwords PPC Guru to optimise clients campaign

I require a Google Adwords certificated person or company to optimise my clients PPC campaigns.

The company operates a national specific construction service all over the UK and they currently have a decent campaign running with a healthy monthly budget but only averaging about a 1% click through ratio, which I think can be improved.

You will be responsible for adding or editing the existing campaigns and configuring them to the relevant keywords, and will advise me on any additional pages and content I need to create to increase keyword relevancy.

You will be able to see the keywords within the campaign and are required to do some minimal research into other high volume searched phrases.

I'd like you to briefly consult with me what changes and modifications you are going to make beforehand with a quick reason why the method your implementing is better. Nothing too exhaustive, just a simple explanation.

This job is a one off requirement, so no monthly subscriptions or management packages please, I would however consider a maximum of a 2 - 3 month contract for tweaks and improvements depending on skillset and experience, if this is the case, I would pay an initial deposit, and then the final amount on completion of the said timescale, depending on results acheived.

This should be a simple and straight forward job for the right candidate, but I do require someone who has proven experience and has preferably passed some Google PPC certifications, I do not require someone who knows a few bits and bobs on PPC as you'd be no better at it than me!
