Excel VBA for Discrete Event Simulations

I am looking for someone to help me develop a discrete event simulator in excel. I have created most of the code but cannot work out the logic for the next step. Essentially, the program needs to loop through a dynamic named range and ensure that all possible combinations have been taken into account. I have a basic spreadsheet to show the logic of what I am trying to achive (see the Flags Sheet to understand the macro and logic). What is required is therefore the VBA code that will allow the iterations to occur (not recorded macro as range sizes will differ). Please contact me for more information or if you can help.
