Description of requirements/features: Basic content comprising of text, images and video.

We are looking for a web developer who can advise and develop a public health initiative website, with mostly text+images+video content - which we should be able to edit in the future, so open to CMS suggestions.
The website has to be responsive, and easy read to some extent. We are also open to suggestions about how we can offer language options to further accessibility.
More importantly, there will be a SMS tracking / data capture system in place (textforchange or frontlinesms) - which will help us in showing a real time scoreboard online.
The designs will be created by a seasoned designer, and we want to work in collaboration with the new developer - exchanging notes on further improving the website experience.
You should have a track record of having worked on websites that connect SMS data capture and are familiar with (textforchange or frontlinesms).
A draft sitemap can be provided on request.
We need quotes for now, and once our funding process is complete we will officially commission the developer.
