Small site and database development

I need a small site developed that will work as a type of user-driven review site. It will require a database to store the individual items to be reviewed, and collect the information submitted by the user.

The best comparison I can provide is the website beerintheevening.com. As with that site, I need a user to be able to search or browse a database of entries, view the details of any individual entry and be able to submit a score and/or comment on that entry (which would require them to register/login, another aspect of the site I need designed).

I have no server/database to speak of and believe that MySQL is a possible solution but will need advice from the programmer on the best way to proceed on a relatively limited budget (the website is not designed to be profitable at this stage, so I am not keen to spend too much to get it going).

At this stage the graphical design of the site is not important, it is the ability to collect, store and return information to and from the user that concerns me, and the ability to administer and edit the data after it has been submitted.
