Recreate Certificate as illustrator file

See the attached jpg of a certificate. It needs to be recreated so I can open and edit using Adobe Illustrator. Initially I only need the top left corner recreated to win a job proposal.

i.e. The area to recreate will be down to the bottom of the text "The Football Association" and to just before the England badge starts.

Also If I win the proposal I will need the whole certificate recreated. Could you please also let me know how much you will charge?
