I am a freelance web designer but I have taken on a job that is beyond my skill base. I would ideally like a developer that is based in the South West (but would consider other UK based freelancers). I say ideally local because I would like to meet with them, and hopefully build a relationship where we can work on projects together.

My client runs a daily excel spreadsheet that stores information about hotel performance during promotional periods. This spreadsheet builds a cumulative picture of bookings, income, guest spend etc, and the promotional periods last from a few weeks to two or three months. The spreadsheets are very in depth and contain macros, and have drop down lists to select periods, by hotel etc. They now require an application that can take these spreadsheets on a daily basis and upload the information into a new database so that they can run a new set of reports based upon this information. This can then be viewed as comparissons, i.e. spring promotion 2009 against spring promotion 2010. They may also want this information to be graphical. There needs to be a 'dashboard' to view, manage and manipulate the data and to call up the reports.

I would like the databases to use SQL and ,net and this will be hosted on my servers. I would also like this to be written in Visual Basic ideally, but C# will also be acceptable. I can handle all the design using CSS, and can create the master pages/themes too but I would be happy to discuss this further. I do not want to use any freeware and the job will be paid at what I would consider to be decent hourly or job rate - the client wants an exacting solution so the rate will be commensurate. I have asked for a fixed price but would also consider hourly rate if more suitable.

In terms of timing, as usual, 'yesterday' has been requested but I would guess a few weeks will be ok if we can start quickly.
