EVALUATION OF QED FOUNDATION’S YEAR 1 PROJECT – “UNITY THROUGH DIVERSITY” (FUNDED BY THE EUROPEAN FUND FOR THE INTEGRATION OF THIRD COUNTRY NATIONALS GRANTS).
Project Background / Rationale
West Yorkshire is home to 2.2m people with 1.3m living in Bradford District and Leeds. There are 11% ethnic minority people. In Bradford 25% of the population comes from Pakistani and Bangladeshi origin, with strong family ties in country of origin, resulting in high migration for settlement purposes. Estimates of 500 women arrive in Bradford every year for marriage purposes. in addition there is an increase of inward movement seen as families move out of London to Yorkshire and the North West. Women have the lowest outcomes for education and employment activity and fail to integrate for cultural and traditional reasons, lack of knowledge about mainstream life, isolation and poor English.
Project Outcomes
Unity Through Diversity will deliver English language training, qualifications, integration and mentoring for 264 eligible TCN (third country national) women by June 2014. The main activities are as follows:
Recruit 264 eligible TCN women;
Undertake initial assessment of 264 eligible TCN women;
Deliver 22 programmes (8 weeks x 20 hours) of English language, integration, citizenship and personal development across three centres in Leeds and Bradford;
240 eligible TCN women achieve an accredited and recognised English qualification; (ESB/OCN accredited at pre-entry, entry levels)
Provide weekly IAG for 264 eligible TCN women;
Support progression of 200 eligible TCN women into further learning;
Deliver 22 cultural visits;
Establish a TCN women’s mentoring network;
Deliver 4 Unity through Diversity community events;
Produce 6 relevant case studies;
Deliver final evaluation report and dissemination event;
Sustainability strategy in place to carry the work forward.
Evaluation Specification Requirement
A detailed and innovative evaluation needs to be undertaken for Year 1 of activities (July 2012 to June 2013), which will define and answer the following:
- what is the current context in which the project is currently being delivered?
- what have been the outcomes for Year 1?
- what have been the outputs for Year 1?
- how will Year 1 activities impact on the remainder of the project / post project funding?
- what is best practice / innovation being delivered?
- what should be the exit plan / sustainability plan / dissemination plan?
- how should the project define government policy?
Preferred Method of Evaluation
The following is a basis of how QED Foundation would like this evaluation tender to be undertaken:
• identification of 30 TCN women and gain comprehensive feedback / input through questionnaires
• survey and involvement of stakeholders that would benefit from the project
• indepth interiviews with 6 TCN women
The applicant organisation should clearly detail, with justification, the research methods they will use to respond to these key requirements
Qualities Required From The Appointed Evaluator:
The successful Evaluator will need to demonstrate the following:
• Creativity and innovation.
• Proactive approach to this work.
• An excellent understanding of ESOL training
• Previous experience and understanding of working with QED Foundation is very desirable but not essential.
• The ability to offer a supportive and responsive approach.
• The ability to quickly establish insightful relationships with both client and outside sources.
Method of Monitoring Progress
QED Foundation will use the following methods:
• Fortnightly / monthly updates report showing progress against agreed milestones and forward plan of action. This maybe via email and or meeting with the Project Director / Project Manager
• Meeting with Steering Group members / project deliverers
Evaluation Tender Outcomes/Outputs
• A short ‘key findings’ presentation to group members and will be used to facilitate discussion so that the content of the report can be agreed.
• A final report will be written documenting the 30 TCN women surveyed. This report will be published on QED Foundation’s website; hard copies will be available for distribution to stakeholders.
Evaluation Contract Duration
The contract term is anticipated to be from 1 January to 30 June 2013 subject to requirement and satisfactory delivery.
