Diagnose/fix why time to first byte is slow on a high spec Nginx server with magento

Description of requirements/features: ONLY BID IF YOU HAVE EXPERIENCE WITH MAGENTO AND NGINX
We have recently soft launched our new magento website on a new nginx server that's optimised for Magento
But we having an issue were time to first byte being slow ( about 6-800ms)
Load time for other elements are fast , like a wordpress install and a test php page (under 200ms_. Server load is low and we have been benchmarking of an other magento website that on the same spec server that loads first byte under 200ms
When biding please post catfish to prove you have read the text.
Using "atop" command in shell I can see the Php-fpm is spiking to 100% for a split second on every page request under the user for the magento install and I'm wondering if that is the cause. We have NewRelic installed on the server and our hosting company has said that this should help identify what's causing the slow response time.
