Database Special Character replacement

I have a database of around 42,000 UK town names some of which contain special characters (eg with acutes, c-dilla\'s, gaelic characters etc) and I need to identify these so I can replace them with their English counterpart letter.

Ideally i would like to do the following:
1. Select a field of my choice from a data table and run a query which identifies all special characters (eg not a-z, spaces or hyphens) in that field and gives me a unique list of these characters found in a separate table.
2. I can then manually go through the list and in a second field put in the character I would like the special character replaced by.
3. Run another query which effectively searches a nominated field (I may create a copy of the first field for example) for the special characters and replaces them with the character I have specified from the table of unique special characters.

This is an urgent requirement - if you could get back to me as soon as possible with a quote and deliverable I would appreciate it. I have attached a sample of the data in tab delimited text format for reference.
