CSS existing website so that it is Standards Compliant and Cross Browser Compatible

We have an existing website that needs to be re-coded so that it is web standards compliant.

The look and feel of the website will remain exactly the same, but the re-coded website must be:

Web Standards Compliant (XHTML1.0 Strict)
Cross Browser Compatible (IE7 & 8, Firefox, Safari & Chrome)
Accessible (i.e. fluid, not using pixels) - There is already the ability to alter text size, so we would like similar functionality provided but with three font sizes (small, medium and large).
The layout must be tableless
Text must be rendered as text where possible (excluding the logo) e.g. the headers \"Company Summary\" & \"Where We Are Based\"
Please also budget for CSS'ing the contact form elements (label, input & submit button) as well.
