Creating a contacts database from fragments

Hi,
Here's what I have:
Email contact database of c.500 people (some are duplicates)
Excel spreadsheet database of c.500 people (antiquated, some duplication)
About 200 emails with contact details
Another Excel spreadsheet with about 150 contact details. This is imported from a web application so is quite messy.
Another Excel spreadsheet with about 20 phone numbers.
Here's what I would like to have:
1 DB with all the contacts together, sorted and de-duplicated. (There will be some people who have 2 or more emails - that had probably better remain the case because only I know which ones are alive and which are dead, and I think it will be quicker for me to sort them afterwards. But I'm open to suggestions.)
I would like it to be very easy to import this to e.g. a new mobile phone, or a web application. I am not great with technology, so it should be easy to standardise.
It also needs to be dead easy for me to add new contacts, and ideally I'd be able to synch it with a phone so that this could be done automatically.
I can probably provide more detail on these if needed - at this point I'm interested in understanding whether people would do this (I'm new to pph), approximately how much it might cost me and what the pricing structure might be. (I'm checking 'fixed price project' rather than 'hourly project' because the system requires me to pick one, but in fact I would be interested in quotes for both. And I've put 'prefer not to disclose' because I have absolutely no idea what the going rate is.)
Please let me know if I've missed off any important information.
