Create Push Notification from an existing Mobile Website using Caspio DB

I have an database app available via a website. Events are regularly added. When they are added to the database AND within 1 hour of the current time, I want a push notification to be sent the mobile device.
I have created the mobile website using Caspio DB which has an API
I have also seen that there are some existing apps which have an API which can take feeds and display as a notification on iOS and Android devices.
Either 1) Use both API's to connect the services 2) Create a bespoke solution to take the Caspio data and serve as a notification on a mobile device.
As this is quite specific there is a flexible brief and a discussion to be had as to the best route in achieving this goal.
Looking for a simple, cost effective solution where possible.
