Design / develop a wordpress site with a wordpress theme

This guy has numerous 1 star's and thats for a reason... The issue is we refused to let him con us. He was asked to provide a theme and tried giving us a package telling us we had to give him passwords and usernames to our hosting and wordpress. We gave in but saw the error in this and changed the passwords and asked for a theme as advised this lead to weeks of him not replying he was even the second person in a week on here to give me the 'my mother has been ill in hospital' excuse. We gave him the benefit of the doubt and waited for him to finish some 6 weeks later he sent a theme that had numerous issues, when asked to correct issues he refused and gave us 1 star... DO NOT USE HIM... CHECK FOR YOURSELF HOW MANY 1 STARS HE'S BEEN GIVEN.... HE ALSO TRICKED US BY MARKING THE JOB AS COMPLETE 1 DAY AFTER ACCEPTING IT BEFORE HE HAD EVEN STARTED WORK ON THE CODING. WE WEREN'T AWARE OF THE AUTOMATIC PAYOUT THAT HAPPENS WE SOMEONE MARKS A JOB AS FINISHED SO THE MONEY FOR THE JOB WAS PAID TO HIM AFTER 7 DAYS.... I BELIEVE HE KNEW WHAT HE WAS DOING FROM THE START... WHY WOULD YOU MARK A JOB A COMPLETED WHEN YOU HAVENT EVEN STARTED WORKING ON IT AND ARE STILL IN THE PLANNING STAGES... HE TRIED TO CON US FROM THE START.... AVOID...
