Stefan worked for five years in bid appraisal, evaluation, and Government and EU reporting, for the ESF and ERDF schemes for Government Office for the South West, and for the Arts Council for England Lottery Fund. Stefan has also worked as a freelance consultant on project development, Lottery and European funding, and planning with clients such as Jubilee Arts, Arundel Festival, and Swindon Borough Council. He worked at the Training and Development Agency for Schools (TDA) until 2009, where he established the network of professional skills testing centres for trainee teachers; contributed to the 2002 and 2007 versions of the standards for the award of Qualified Teacher Status; and project managed the 2007 review of the requirements for Initial Teacher Training. Stefan was the TDA lead officer for creativity and the arts, and project-managed the Teach First scheme from 2006 to 2009.
Stefan has extensive experience of working with, and for, Ministers, the European Union, senior Civil Servants, and political advisers. He has developed policy options and analysis for a number of Ministers for Schools, the Secretary of State for Education and Skills, The Secretary of State for Culture, Media and Sport, and the Prime Minister’s Delivery Unit.
