I need someone to prepare a document on test construction guidelines

Hi,

We have to prepare a document in which we should give clear instructions and guidelines to teachers (something like a rubric) on designing and constructing tests for a specific subject. I have written some scattered ideas but I need a professional to put them together nicely and of course add more ideas. This should be no longer than 4 pages, and this may be presented as headings and tables? whatever you think is suitable and easy to work with and to read.
