Information for the blog/website: Rip off Britain - Double Council Tax being charged for some homes with extensions/annexes

Outline & Structure: There is a television program on BBC one at the moment called 'Rip off Britain' in which they are discussing the topic of council tax and speaking to a number of people who have found themselves being issued a bill for two lots of council tax for their home. This has come about when they have either come to sell their property or have it valued or in some instances, people have later found this out after having moved into a home where it was inspected and deemed as required.
It relates to properties who have had either considerable size extensions built on there homes, with duplicate facilities, i.e a further kitchen/utility, or bathroom and where annexes have clearly been added on.
I would like someone to watch the episode online, once it is available to watch (BBC iplayer), which I am hoping will be today and then write an article that firstly provides an introduction to the program and what it was about (in your own words, not copied from the BBC website) and then using your own research where required, address the main reasons/justifications that are causing people to be charged this extra council tax money and discuss the kind of cases where people have been faced with this (refer to examples from the program).
Then finish the article, with some professional advice based on the matters discussed, advising that when extending the home, to be careful of this basically, and where in doubt, to seek further advice prior to construction in order to avoid being later faced with unexpected fees.
