WordPress blog as per my website design

My new site is getting ready and i want word press blog to be installed like the designs i have made below.

NOTES:

(1) Currently i want the blog to be configured on a temporary site to add few articles
before installing it on the actual site. So i need your support to transfer the blog to original
site later.

(2) What are the best plugins you can use with my blog? Can you recommend. ( free or paid).

(3) How much time and money required for this?

Also please suggest if you have any valuable points to improve my blog section.
