Online MultiMedia Gallery and Server Set Up (.Net or Other)

We require an online multimedia gallery that will display a wide range of content including FLVs, F4Vs, Images, MOVs, and PDFs.

We will also require that a Server be configured to host the above solution.
The server is a Web Fusion Windows server. The details can be seen here

The gallery will be a portfolio team for a Virtual Reality and 3D modelling team. The team currently use an FTP solution, so they are familiar with that upload method. Members of the team are also familiar with Wordpress so a similiar UI or Wordpress solution would also be suitable.

The system will require 3 levels within the gallery.

1. User Group e.g. ABC Widgets Display Team
Only authorised users will be able to access their gallery. Authorisation will be checked against a) IP or Domain locking and b) I suggest a pin/key system where each user group has a 6 digit PIN which is used by all members within that user group. Each user group will have it\'s own domain e.g.

The team will be able to easily create as many User Groups as they like.

2. Folder e.g. Current, Pending and Archive
Each Folder will have an easy to access URL e.g.
This URL will have a landing page which will show all projects within it.

The team will be able to create, edit and delete as many Folders as they need.

The VR team will be easily able to move projects between folders.
Currently they use FTP to drag and drop project subfolders into other folders. E.g. from Current to Archive.

3. Projects
Each project will contain a number of files. Some of these files we will not want to show to the users. E.g. We will upload an HTML file, a Javascript embed file and an SWF. We will only want the front-end user to be able to view the HTML file. Currently we use a pre-fox system to designate what is and isn\'t show.

Displaying Files.
All files should show in the biggest possible size, constrained to their original proportions without exceeding 100% original size.

We would want each page including and underneath a User Group level to have a customisable header.
There should be the options for...
a default header per User Group,
a fallback header where one has not been specified
a unique Project header for pages including and underneath Project level.

I am happy to receive bids and suggestions for any type of solution (including PHP/Ruby) that meets our specifications. We have given details of the Windows server as we would expect it to be quicker to use the current code as a foundation.

That said I am aware that reading old code can sometimes be harder than writing new code so this will be taken into consideration.

All serious bidders will be expected to supply URLs as examples of their (not their teams) work.
