Joomla 1.5 site enhancements

We have a simple Joomla 1.5 site with about 50 pages of content.

We need a joomla expert for on-going development of our site.
Perferably someone who is used to delivering to tight deadlines.
The initial project is mainly emergencies fixes to make the site usable.
However, we need proper development later, hence looking for an expert.

A) I want to make some minor changes to the template.

B) I want to add \"call to action\" buttons to the rigth panel in the template.

C) I want to add cookies, so we can track repeat visitors, even if they don\'t register.

D) I also want to create landing pages for our email campaigns, so that we can monitor response rates and subsequent click throughs.
