Kind of development: New website from scratch

Description of requirements/features: Please see attached PDFs.
I want to get this page cut into HTML & CSS. The first PDF is the desktop version. The box in red should be 960px in width, the colour on the left and right should expand/contract as the screen size changes.
The second PDF should be what the responsive version looks like, for below 960px.
The images in it can be set as a background image in CSS, with the text using absolute positioning.
