Make single HTML page responsive and media device friendly

Kind of development: Customization of existing website
Num. of web pages/modules: 1
Description of requirements/features: I have a single HTML page that needs to be fixed from bad coding.
It's currently using skeletonjs stylesheet, but custom div's added are not responsive and overspill onto other divs.
It currently is not device/user friendly, the list of problems i need fixed are:
- Fix bad coding and media-screen size for elements
- Turn element styles into classes in the style sheet
(they are currently on the index attached to the elements)
- Avoid repetitive styles by just referencing the class in the stylesheet
- Menu above content must stay above
- trading platform prices stack ontop of chart
- menu ul/li fixes/overspills onto content
- make elements fluid/responsive
- must work on mobile, tablet, laptop and multi-browser compatable
So long story short, it just needs to be responsive, currently it was designed not to be.
The elements use pixels when ideally should be using percentages, but il discuss with you anyway.
It's not a big job at all, and will probably take less and an hour, just need someone handy for the work.
