HSBC integration issue need a coder to make a small fix-good work will lead to other projects

If a good job is done with this crucial problem with my website it will lead to other things like some front end coding.

My website is integrated with HSBC.
When a customer enters a slightly wrong address or post code when entering card details, the transaction is passed on to fraud check for me to approve or deem fraudulent.

The problem is that when this happens the customer is told that the transaction was declined.
What SHOULD happen is the customer should be told the transaction was completed succesfully.
If I then decide that it is fraud an automatic email should go out saying that the transaction was declined.

At the moment for every purchase I am getting 3 or 4 attempts where they all go to fraud check where I decide if to process or not, and the customer thinks that no attempts went through at all...

I need it set so that when a transaction goes through to fraud check the customer is told that the transaction was completed.
