Add animation to a static photo

We need to create a 'cinemagraph' of a static photo to share on our Instagram account. We would like to animate the t-shirt design in the attached photo. The flowers and leaves need to animate as though they are 'growing' out of the heart. This needs to be within a 7-second time frame in a format suitable for sharing on Instagram and other social media.

We're ideally looking for someone who could also help with any future photo editing projects with may have :)
