Edit video from two files (speed up video)

Hi.
We looking for someone who can help us with some video editing.
We are a company who makes fire blankets for cars.

We have a video of a burning car in two files (4gb and 2,3gb).
From these files we want 2 minutes long video.
Short description of video content:
1. Car burning with a text over.
2. Lay over the fire blanket
3. Speed up video. 20 minutes must be 15-20 seconds. We also need a clock in the video to show the time.
4. Fire blanket is taken of
5. Outro - Firma logo

We also have a another video file (2,4 gb) filming the car from another angle. We may want this video also in the final video, either as a small video or part of it in the main video.
