Advice on geolocated push notifications

We have an app and we want to send our users push notification (not in app) based on a number of factors, being:
- Whether they have entered a geofence
- Based on their past behaviour (i.e. activity on our database)
- The history of previous notifications sent to that user.
- That the geofences come and go over time (API configured)
I would like to know whether there is a company that offers such a service. The two ways I see it working is:
- A service (?) allows us to create / delete geofences and sends us a signal when the user is in range, we then trigger a push notif send from our backend.
- A service sends us back the geocordinate of our users every x minutes or big delta in their position and we calculated whether they are in a valid geofence and we trigger a push notif
Can someone who has done this before get on a call with me and explains how we can do this?
