We need someone to convert text and images to HTML pages for a responsive site

General information for the website: This is part of an eLearning product
Num. of web pages/modules: 500
Description of every page/module: Each page is a mixture of text and images, some with links to videos (about 5%). All pages are very similar in style so CSS can be applied and styles duplicated.
Description of requirements/features: We are looking at someone to take two existing documents and convert the text and images to HTML pages for a responsive site. There are approximately 500 pages and we need an HTML page for each. Each page is very similar in design and are quite basic (samples can be supplied for the quote). The project includes:

1. Create CSS for use across all pages.
2. Ensure the final files work on the existing responsive site.
3. Create each page in the current PDF (the copy will be provided as Word (TBD) and images in PNG format (TBD).
4. Ensure that image placement follows the current designs.
5. Discuss some basic animation if possible (images fading in on click etc.).
6. Include time for QA testing and any fixes/changes.
7. Include links to video clips in some chapters (approximately 30).
