Seeking an experienced web designer to create a stylish article based website

General information for the website: Articles

Kind of development: New website from scratch

Num. of web pages/modules: 3

Description of every page/module: were are only looking for a layout, in which we can easily populate with our own content. We are looking for a landing page, an article page template, and we are also looking to embed multiple instances of facebook content into pages. We will provide the basic necessities required to start building the site (basic content, basic pictures, page headings, navigation headings, etc..)

Description of requirements/features: The website must have the following attributes:
professional looking
We are looking for something that will immediately catch any viewer’s eye. Elegant, Stylish, New wave (futuristic, but not sci-fi), not too artsy tho.
we want our message to be obvious and aesthetically pleasing

4 panel slide show banner, with each panel being a link
this has to be created in a manner that we can easily go and change out pictures, text and links. (we have basic knowledge of adobe flash professional, not sure if flash is the best way to go?)

CSS coding is expected
Under the banner we want 4 pictures, that when hovered over, text appears and when you click anywhere on the text it takes you to the article.
The most aesthetically pleasing layouts/pages that we’ve seen are Highly CSS Based design. We like the look of the landing page having multiple vertically stacked locations to insert pictures and adjacently positioned excerpts of articles )

CMS and Admin requirements: easy to interface so we can add our own content, post-publishing of the site
This is an extremely important requirement. We need to be able to fill the site with new content indefinitely.

Extra notes: You proposal should include the following:
a fixed final price for the site.
an approximate finish date
detailed explanation of how to populate the site with content
we have knowledge of HTML, basic CSS, Flash and basic Java. So technical explanations are welcomed. We would like to interface with the site using both the code and visually aiding programs.
an approximate hours required to to complete
any programs we will need to interface with the site.
In the event that you cannot provide something that we specify here, you must provide an exception list before your proposal is approved or contract is void.


Notes and Clarifications
We would like to interface with the site using both the code and visually aiding programs. For example Adobe DreamWeaver. We must be able to view and edit the code, as well as visually edit area where we would like to post content.
If the web designer chooses to use flash for the 4 panel slide show banner, That will be the only flash content that needs to be created by the designer, we will create all other flash related content but the site has to be flash friendly (easily able to embed flash). Keep in mind: The 4 Panel Slide show banner has to be created in a manner that we can easily change out pictures, text and links.
We are unaware of any java needs, the designer is responsible for all java applications. We will not be creating any java applications. Disregard if this does not apply.
If anything needs to be maintained post-publishing, It is the designer's responsibility to notify us of these necessities.
