Need to rework a banner for a website redo asap

We have a website

we spent 3 weeks waiting on a company to redo the site they
took 50% upfront and produced this a site with errors that has some
potential we had to fire them all we have is the online what you see in this link

Whatever you can abstract from online is all we can get from this. Most of the files they used to create this we have
except for some stock photos they found online (google image search can find them though)
the three banners they have on the top home page the first rotating one is messy needs
cleaning up. The cleaning product banner should be our product in place of the blue bottle.
The scientist one is good.
They created all of this site from things we gave them. If you can help much appreciated.
Not sure if you design only or do coding as well to create a site.
