Marketplace Website - Custom Coded

I need a custom built marketplace website a little like eBay but without the auction features. I previously listed this with a max budget of $2000 and everyone bid exactly $2000 which indicated that no thought went into the bid at all. I am desperately looking for someone to start on this *asap* and am ready to hire IF I can see that someone has put some thought into their bid and has given me an indication of pricing (and not just bid the standard $2000 budget amount).

I either want a custom coded solution OR a custom WordPress plugin (without using WooCommerce). My preference is for the WordPress plugin.
