Implementation of a Google Doubleclick Full page ‘skin’ advert on a wordpress site

Description of requirements/features: We have a single advert we have been supplied by our client that we require implementing on our clients site immediately. The Advert has been created in Google doubleclick (DFP) so we have the script/noscript tags which we need adding. See example below. Please note this is a Full page background skin ad so is required across the main containing div of our site.

Please only bid if you either have prior experience or are 100% sure you know how to implement. We know its a very simple job quick job for someone with the knowledge but we have lost our current developer and need urgent help so you must be able to turn this around immediately on approval of cost.
