Imagemapster html/js postcode zones edited on map

It is an html map which a salesman uses to allocate sales territory to affiliates by postcode.
It is based on the imagemapster .js plug-in
Description of requirements/features: 1. The map needs to be one large graphic which can be browsed via an iPad, it is currently one map split into an array of square zones - the joins of these zones are annoyingly always bridging the groups of postcodes our affiliates use. The zones need combining into one large scrollable map.
If you click twice on the map the window will open one of the square zones. I need the zoomed-in areas to be pan/scrollable on a touch-device and to be able to pan across the entire map.
If a suitable touch-interface command cannot be made to work it would be acceptable for navigation to be done with a separate N S E W arrow or widget somewhere on the screen.

2. About six postcodes have not been had their button area drawn correctly, they don't have 'live' areas and some are 'islands' inside larger postcodes, the small islands can't be selected because the live area of the surrounding postcode prevents clicking (see LE14 in North Leicestershire).

This map is linked to a Magento store, the postcodes are sent via a webform to PHP page and MySQL db. You don't have to edit the PHP, just the map graphic and js code behind it.
