Hosting transfered from current host plus a simple website

I have a website

Which got hacked a few years back via the guy who created it and was hosting it who had moved on careers so wiped his hands of it. I haven’t been able to access it since. So I want to do 2 things -

1. Rebuild it so I can access it and change addresses and details
2. Get it away from just host - the last call I had with them cost £37 as they are in America and their online chat is pointless. They are also really expensive and I’m wondering if I have to pay this much money to them every year? Plus I pay sitelock £20 a month who is their partner. Is this necessary too?

The most important thing is that I don’t lose my online presence or google rankings and I don’t know how this works if I change hosts. Currently I think I’ve paid until the end of December.
