Flash - Screen layout, simple animation and design

We currently need a experienced creative Flash developer to design and layout of some screens to display the energy usage of a building. Icons will allow the user to select water, gas or electric and information is display in a simple bar chart for the last day, week or month. A simple gauge will show current usage as high, average, low (fuel gauge concept). The project does not requirement knowledge of getting data into the application, only screen layout, basic animation and design.
