Design a landing page in Hubspot

HI there, I have a client that I am trying to build a landing page in Hubspot. I have attached a rough mock up of what I'm looking for. I haven't worked in Hubspot much and find designing the landing page very frustrating. I am an admin on my client's account and I am unsure how I would allow someone to build it in there and would like guidance on the best way to accomplish what I am trying to do.
