Description of requirements/features: I need to create a pluging for the following:

My staff have to send pdf to potential clients. Beofre the potential clients see the pdf, they have to accept our general conditions
So, what I would like :

- My staff can go on a page of my wordpress website, they log in.
- When logged in, they stay on the frontend
- they are able to upload a file and send the link to people to download. They also can see the list of the files that have uploaded.

so far that's pretty much dropbox

- Now, the people who click on the link to download the file have to fill in a form before dowloading the file
- the form state that they accept the general conditions (the parameters of the form can be done when uploading the file).
- one the CG have been accepted, the file is downloadable.

The files size are usually pretty low

Is that something that can interest you to develop ?
