Platform to connect transport service seekers and providers

I am looking for someone to help build an online platform which connects people who have an item or items to transport with transport service providers who can transport or deliver the items for them. The person needing transport will post load on the platform with relevant details. The transport provider will connect with seeker via platform and transact business.

Platform should operate on all device and an App for smart phones.

I will provide more details to the successful programmer.
